[Application Development] SUPERCHAIN_TOKEN_BRIDGE is not initialized in testnets

Issue Description

I was trying to follow the starter repo, creating superErc20 and then bridge them between super-chains (for the Safe hackaton) but the super-bridge is not initialized, in testnet at least, I don't see any tx in mainnet for base/op either.
Any alternative / help that I could get to unblock that? thanks in advance

Steps to Reproduce

• Clone starter repo https://github.com/ethereum-optimism/superchainerc20-starter
• Deploy tokens to base-sepolia & op-sepolia (pnpm contracts:deploy:token)
• Run the sendERC20 throw the bridge => Error implementation not initialized
  cast send 0x4200000000000000000000000000000000000028 "sendERC20(address _token, address _to, uint256 _amount, uint256 _chainId)" <deployed-token-address> <recipient-address> 1000 902 --rpc-url http://127.0.0.1:9545 --private-key <token-sender-private-key>
