Get "the rest" of a URL

A couple issues and pull requests have asked for something like this:

remainingSegments : Parser (List String -> a) a

Here they are:

• Decode path segments before parsing #38 -espa%C3%B1ol in hash in Safari, but español in Chrome
• Add "remaining" parser to handle pages not found. #25 - use for "not found" path
• Is there way to get tail of the URL ? #34 - some sort of authentication redirect scheme
• Get "the rest" of a URL #46 - example that wants this
