Incorporate DA fee in the EVM resource pricing

Currently, the transaction fee charged in ev-reth is vanilla for an upstream EVM network and does not account for the DA fee paid by the sequencer. We should figure out a way to incorporate, perhaps by modifying the gasPrice in ev-reth.

Also, worth digging into the EIP-1559 dynamics more. Afaik, the base fee gets burned and the priority fee accumulates to the miner, in Evolve's case, the sequencer. We should understand this working more, so we likely want to burn the priority fees as well
