create-react-app uses old version of jest?

I am having configuration issues, and I believe some stem from react-scripts depending on jest@24.9.0.

Does anyone know why this is the default version? The react-scripts package seems to be able to support jest 26.

Steps to reproduce:

1. npx create-react-app app --template typescript
2. npm list jest

react-scripts will not support Jest 26 until 4.0.0 is released. If you look at the 3.4.1 tag, you'll see that the Jest version is 24.9.0.
