This issue seems to be related to a recent change in setuptools that causes a conflict with the gym setup script.
A workaround for this issue is to downgrade setuptools to version 50.0.0.

This looks like it may be #817.

I have the same issue. The workaround doesn't work on my side because I get this following error :
