Pause enforce when *app* in foreground

Request to add a feature that pauses EnforceDoze actions when any selected app:

1. is in foreground
2. has a current notification

Why?

1. To keep wifi/data ON when downloading stuff
2. Prevent notifications from being cleared when an app is killed

::Yes, I know about 'whitelist apps', but the app will continue running when in background.

App is open and active on screen.

There is no option to skip wifi/data off when an app is in foreground. This is for downloader apps that need wifi.

When app is in background, normal behavior starts doze and turns off wifi/data.

Note:

Maybe add an option:
If app is in whitelist and is foreground, do not turn off wifi/data. This works for app that are in whitelist only.
