What we're after:
As a legal researcher or policy user, I want to easily trace the history of an FEC regulation using the Explanations and Justifications (E&Js) and view the Federal Register documents that explain each change, so that I can quickly understand when a regulation was created, how it has evolved, and the legal reasoning behind those changes without manual research across multiple sources.
