Update Soft Name in *.fec header row to FECfile+

Task: Update Soft Name in *.fec header row to be “FECfile+” (found in dot_fec_composer.py)

Currently “FECfile Online”.

This will be a patch into the sprint 82 release:

• create a branch off of release/sprint-82
• make change and pr into release/sprint-82
• after merge, while the ticket is in the CR column, test a submission on the stage environment and add screenshot to ticket comments of success (or failure if we need a change)
• don’t forget backfill
