Confusing README statement about version compatibility

The README states:

We intend full forward-compatibility so that smfh can read all older manifest versions.

But forward-compat means "compatible with newer versions", "can read all older manifest versions" is backward-compat. Which one is it actually?

If manifest version > program version then we error.
If manifest version <= program version then we process it.
