Light level overlay does not show up

I know I've installed the mod properly as it shows up in the mods list and the chunk boundaries appear when pressing F9 but the F7 key does not do anything for me. I've double checked the config file and everything appears to be enabled.
Edit: the only idea I have is a possible conflict with optifine or fastcraft but I’ve been unable to test
