Location to drop jdbc jars changed in 7.0

New location appears to be $JFROG_HOME/artifactory/var/bootstrap/artifactory/tomcat/lib

I am not utilizing the jdbc_download_url parameter, and managing seperately, but it appears OLD directory will still work (I think, looks like my setup is working).

And looking at the startup info in journalctl, it looks like it copies it over to /opt/jfrog/artifactory/app/artifactory/tomcat/lib/ and prefixes the file with "jf_"
