Association of historical events from one AS to another AS

Issue: For some historical events experts are convinced that they are located in the wrong area source zone, thus for the computation of activity rates these should be assigned to another area source zone. Information on these events are given in the catalog file. 

Solution should be to have a switch checking whehter reattribution is needed before computing activity rates.
