If I want to use smart contracts to distribute DataCap, do I need to deploy the contracts myself?

@martapiekarska Thank you for your reply. The function I want to achieve is to call contracts in my program to allocate DataCap to applicants. I can use the existing or new allocators. I see that the project document involves three smart contracts. So I am not sure if I need to deploy the contract myself if I want to complete my function?
