Create a tool that can be run as part of SP onboarding process

The tool can be run as a standalone executable but should be implemented in a way that can be consumed as a library.
Below test cases should be covered

1. Send a 32G test deal to the SP being onboarded
2. Check the deal log by talking to boost libp2p deal status - this is for troubleshooting
3. Check SP RetrievalProtocols to make sure they are serving HTTP retrievals
4. Perform piece retrieval and trustless retrieval, w and w/o range header
5. Measure retrieval performance, including ttfb, transfer speed and variance
