What is the "firebolt55439/Diep.io-Protocol/misc/protocol.py" suppose to do?

I understand that the hex decimals are flipped. First 4 hex are quads of an IP address (but of who?). The next two hex are always "BB30", maybe some kind of seperator or my prefered server location? Next 3 hex are unknown to me. And the last hex is also unknown to me, but it seems "protocol.py" is doing some weird flipping with it.

Example process:

['D2', 'D4', 'C3', 'CE', 'BB', '30', '90', '40', '6F', '14']
['2D', '4D', '3C', 'EC', 'BB', '03', '09', '04', 'F6', '41']

The new party link didnt send me to the same server.
