Duplicated frontend files?

Hi,

is there a reason there are frontend files located in
frontend/default/default/
and
frontend/base/default/

The files located under frontend/default/default seems to be newer (later copyrighted date)

Should files under base not potentially be removed?

I suggest to move the files from frontend/default/default to base/default/default so that the build in Magento theme fallback mechanism picks up the layout and template files no matter what package/theme the store owner has in place.
