chore: test `Config.t.sol` with stable once whenever there is a new release

• feat: config helper contract #715

introduced a CI patch to not run test/Config.t.sol with foundry's stable version (due to lack of cheatcode support).

once a new stable version is released, we need to ensure that all contracts are tested.
