Ship an offline/packaged version of the documentation within SecureDrop

It would be nice if we could actually ship a packaged version of the documentation in SecureDrop itself, so that admins and journalists could access it without an internet connection, and be sure they are viewing a version of the documentation that matches the version of SecureDrop they are running.

Somehow bundling it with securedrop-admin may make the most sense, since that would make it available on both Tails and Qubes-based systems.

Alternately (or possibly in addition), it would be cool if we could actually bundle in some kind of special, easy-to-use viewer for it on the Workstation itself. (sd-docs qube?)

FYI, this is also something the Qubes team has been interested in QubesOS/qubes-issues#1019. Also, now that Qubes has moved to Read The Docs + RST, they have the exact same documentation stack as us.

There are also threat-modeling considerations. Any contributor could include an innocent-looking image (or other artifact) that leads to some exploit. Ideally this is opened in an offline disposable.

I also see a repo https://github.com/QubesOS/qubes-offline-doc about this but the last commit was 6 years ago, so I suspect it never materialized.
