CommentStreams isn't working on 1.43

There are at least two problems with CommentStreams for MediaWiki 1.43

1. T404113 is a regression where if you use the configuration $wgCommentStreamsAllowedNamespaces = -1; you won't get any CommentStreams functionality - it just fails silently with no comments, nor 'add comments' button visible.

There is a patch, but until the patch there is merged, you can't use the configuration of only allowing CommentStreams on content pages having the <comment-streams /> parser tag. CommentStreams just doesn't work. I didn't compare the REL1_43 branch with master, but testing master with the config absent does produce a working comment streams.

2. Separately, there is a compatibility issue which we have not reproduced

The only errors I'm seeing appear to be from Lingo during update.php and from PageImages in the JavaScript console.
