Create templates

• Repo templates:
  • For now we're using one template.
  • friendzymes/fz-template
• Issue templates:
  • Issue templates live two places.
  • friendzymes/fz-template/.github/ISSUE_TEMPLATE/… ← enables copying of uniform templates to new repos
  • friendzymes/community/templates/… ← where changes via discussions are located, along with other types of templates
• Label templates:
  • labels.yml
