Add support for WS2815 12V LED strip #412
Description
Currently, only the WS2812B LED strip exists in the part library. To support 12V LED strips, I have created a new custom part for the WS2815, which includes Breadboard, Schematic, and PCB views.

This is my first time creating a custom part. If anything does not meet the expectations or guidelines, I would appreciate feedback.
