Afaiu, YYYY-MM-DDThh:mm:ss:msZ is the standard human readable encoding of ZULU (UTC) ie for logs.
I'm not entirely sure what the cap for sub-second accuracy is.

Would be also nice to know the planned accuracy of (sub second) representation + computations.
