status 比照 civic.json ，加上 alpha

現在的 g0v.json 的 status 有
"Planning", "Beta", "Released", "Archived"

而目前包含 https://github.com/g0v/env.g0v.tw/ 和 https:/github.com/g0v/g0v.tw/ 都是用 Alpha

看看要不要比照 civic.json 把其他的加進去 (https://github.com/BetaNYC/civic.json/blob/master/specification.md)

"Ideation" - Brainstorming phase
"Alpha" - Brainstorming phase
"Beta" - Brainstorming phase
"Production" - Finished Product, development ongoing
"Archival" - Finished Product, development ongoing

個人覺得使用 civic.json 的選項不錯。另外是 g0v 已經有很多專案，也許可以看一下這些既有專案適合怎麼去標示 status
