Come and See: Request to filter projects by owner

Problem: There is no way to filter the project list by PM owner, forcing Anna to scroll through all 145 projects to find a specific PM’s batch.

Context: Anna manages four PMs (Paula, Angie, James, Gopio) overseeing ~145 projects and often needs to view a single PM’s 20–30 projects when covering or reviewing batches. She wants a non-restrictive PM owner field and filter in Codex/PM Web View (cross-visibility intact); GitLab subgroup-per-PM is a deferred restructuring pending alignment with Wendy, and there is no current workaround.
