Docs only PR workflow doesn't work properly

The Docs Only (PR) workflow should only run if there are changes to _only_ the readme, but it doesn't seem to be doing that. Instead it runs when there are any changes to the readme. This allows merging a PR once that workflow completes, bypass required checks.
