Infinite resize on WASM - Learn WGPU

Description
2 major issues after porting my tutorial Learn Wgpu on Windows.

On native the rendering flickers violently (Seizure warning for the video below).

On web the viewport is expanding infinitely causing a Vulkan validation error and a crash.

Expected vs observed behavior
I expect rendering to not flicker and the web canvas to not resize infinitely

The native issue could be the same as

@genusistimelord says that if they revert 2d73eb3 the issue goes away

@sotrh: Does this also happen in Firefox? Firefox is shipping Windows support with the next release cycle, and it'd be nice to know if we need to be tracking things on Mozilla's end.

@sotrh So you are compiling your code to WebAssembly using the WebGPU backend, right? If so, then this has nothing to do with Vulkan.

The web version uses assembly, the native version uses Vulkan

I was able to reproduce the scaling issue on the 0.19 branch of my tutorial.

I'm going to focus on the web issue here as the Vulkan issue is covered by #7922 . With that said something is causing Winit to resubmit the resize event

Would be a good Idea to rename the discussion so it aligns with that rather than the flickering. This way they wont get confused by the discussion.
