Upgrade `sqlalchemy`

xmanager currently depends on a really old sqlalchemy==1.2.9 (released in 2018). This makes it hard to install xmanager with any other package that depends on newer sqlalchemy. It would be nice to update sqlalchemy dependency version in xmanager.

Newest Gemma does not work on mac, with python 3.12 without this being fixed.
