gwt-charts is not updated for new google api loader

The old google api loader at https://www.google.com/jsapi looks to have been deprecated and is now gone. The documentation about the change is here. Of course, Google being Google has now just shutdown the old url without a redirect, and this url doesn't look to be configurable via the module.xml.
