For building native DLL used in dotnet, or-tool make/build/compiler/linker options used for Visual C++ should follow recommended rules defined in https://github.com/microsoft/binskim/blob/main/docs/BinSkimRules.md
Especially the BA2008 one to enable control flow guide.
