Play Asset Delivery 1.9.1, Incompatible with android 9?

after upgrading to the latest version, Play Asset Delivery 1.9.1 apparently it shows "your device incompatible with this version" on playstore for android 9 users and below, so the user can't download.
please verify is this intentional?

or I made mistake when creating build?
