Make the `fuse` crate an optional dependency

Currently, each developer needs to install libfuse-dev in order to run RRG tests (because the dependency on the fuse crate). Unfortunately, until rust-lang/cargo#1596 is resolved, this seems to be impossible to workaround for now.
