Remove All BUILD files #161
Description
The BUILD files are used internally with the blaze / bazel system, but we don't need them in the GitHub repo.
Let's remove all the BUILD files.
UPDATE: actually we should give this more consideration after we set up automatic syncs using the Copybara service.
