Prefer `sealed_test` over `scoped-env`

We are using scoped-env in our tests. This requires a lot of brittle workarounds to prevent parallel execution of the tests. sealed_test seems like a cleaner approach, but I am not sure it is actively maintained (not that I know this to be true for scoped-env).
