'Public' datasets #556
Description
https://giant.pfi.gutools.co.uk/settings/dataset-permissions shows which datasets are available to which users, and https://giant.pfi.gutools.co.uk/settings/users allows us to allocate datasets to users.
WIth the large number of datasets now, and the large number of users, this is pretty impractical for datasets that have no requirements for restricted access.
So I would like (and I admit this is almost entirely for my benefit) an equivalent feature to "Public Workspaces" for datasets: a means to designated some datasets as "Public" (i.e. available to all Giant users) and a way to display that in https://giant.pfi.gutools.co.uk/settings/dataset-permissions . Furthermore https://giant.pfi.gutools.co.uk/settings/users should probably make it clear that the specific dataset allocations pertain to private dagtasets only.
