Get the discord bot running locally and test it, see what works and what doesn't

Just do some testing, see what is working on both ends. What is supposed to work on it:

On discord:

1. Can run a command to see all the announcements
2. Can run a command to see all the upcoming announcements
3. Can run a command to update an upcoming announcemnt
4. Can run a command to add a new announcement
5. Can run a command to delete an upcoming announcement

The database is in MongoDB so the website side of that is a different issue.
