Question about state of grant

Hey there! I'm a high school student from the Czech Republic who always wanted to release an iOS app, but was always heavily bottlenecked by the 100$ fee, I stumbled upon this grant and it really caught my eye. Is it still possible to get it? Anything I should do prior to making my prototype? I'm completely new to Hack Club.
