Feature request: Possibility to record samples in webui

Allow users to record mono samples @ 22.050 128kps in the Webui and upload those to /flash/cache/samples/sample.mp3
Users are able to move those to different apps and rename them accordingly.

Since I had looked at some pieces that would be relevant recently, here's some hints for a potential implementation:

You'll need to bring your own MP3 encoder. There are a few projects that have compiled LAME to JS or WASM through emscripten, e.g. https://github.com/Kagami/vmsg or https://github.com/closeio/mic-recorder-to-mp3 / https://www.npmjs.com/package/stream-recorder-to-mp3

What it is missing is a sample-rate conversion - this could either be done by adding some conversion code to the C module or by pre-converting in JS.

addendum: to state it explicitly, I'd be willing to help figure some of this out, but can't do the integration into the app since I missed out on a badge and thus can't run/test it.

I have conversion options in Hatchery, I can setup an opus to mp3 converter somewhere coming week.
