[BUG]: not possible to create objects when no accesgroup read permission

### Description

In the new UI it is not possible to create a hashlist (and i assume this is the same for agents), when no accessgroup read permissions. The old UI, just locked it at the default access group and still allowed creation of hashlist then. I would say we want the same behaviour for the new UI.
