Data packet transfer is not using preferred Hotspot

I am experiencing an issue where I was directly nearby my hotspot with strong coverage and still other hotspots where chose. for data transfer instead of mine. I set the preferred flag and it still chose others. How can this be? Am I doing something wrong here?
