Allows QSPI and UARTE00

I don't think this combination is allowed with SPI00 and UARTE00, (unfortunately as my board uses that and I can't set the pins to use UART20E cross power)

QSPI is a purely software item for the RISC-V, I think this should still work so long as it doesn't overlap on pins? Worth a DevZone ticket.
