Allow users to specify how many decimals to round to

Currently, evaluation tables automatically round all values to one decimal place. This is fine for most incidence counts targets (e.g., weekly hospitalizations), but not for any proportion targets whose WIS and MAE values will frequently get rounded down to 0.0 (e.g., proportion of ED visits). Coverage values and relative metrics are exempt from this problem.

We would like an option in the predevals-config.yml file to let the user specify for each target how many decimal places to show in the evaluation tables for absolute metrics like WIS and MAE.
