Allow limited permission to edit IP6 defense dates & experts

Summary

A user should be able to:

• edit defense dates
• edit experts
• only for IP6 projects

without receiving full Department Manager permissions (e.g. publishing or admin rights).

This aligns with the requirement discussed to support IP6-specific editing without permission escalation.
