Update `CursorPopupManager` position without `ToolAssistanceField`

CursorPopupManager position is only updated when ToolAssistanceField is rendered.

Describe the Solution you'd like

• CursorPopupManager position should be updated even w/o ToolAssistanceField.
• Explicit documentation should be added to CursorPopupManager and PopupManager describing the expected behavior and use-cases:
  • CursorPopupManager should not be used for displaying static popups, since all popups managed by the CursorPopupManager share the same position.
