Enable PDF upload for rules packs #307
Description
User Story
As a TO, I want to be able to upload my rules pack PDF to my tournament while I'm creating it. This way I don't need to upload it to Dropbox or Google Drive.
This is a key example of Combat Command's mission to be the only tool a TO needs.
Functional Requirements
- TOs can upload a PDF instead of using a URL
- Preview is not needed
- File name should be shown
- Is editable
