Epic: 012-history (v1.2)

Goal

Add history capabilities to the core repository.

Scope

• support time-based usage queries and aggregations
• define retention and migration requirements for historical data
• expose history-friendly API contracts for UI and web consumers
• support reporting-oriented CLI flows where useful

Done When

• clients can request historical usage windows from core
• storage and API contracts support history safely
• history queries remain within defined performance budgets
