Goal

Move from passive monitoring to proactive threshold detection inside core.

Scope

• define threshold and reset-soon detection logic
• add account or profile aware notification triggers
• surface notification state and diagnostics through contracts
• keep notification decisions centralized in core

Done When

• core can detect actionable events for limits, resets, and abnormal cost
• desktop and web clients can consume notification state from contracts
• notification rules remain owned by core rather than UI code
