Goal

Prepare quiverkeep-core for a stable pre-MVP baseline.

Scope

• add build automation and reproducible local workflows
• add contract, integration, and smoke-test coverage
• improve release-readiness for config, storage, API, and CLI flows
• ensure structured logging and diagnostics are present end to end

Done When

• a clean repo can be built and smoke-tested consistently
• main runtime flows are covered by automation
• the core repo is ready to support tray and MVP work
