Goal

Cut the first usable MVP backend and CLI surface for QuiverKeep.

Scope

• stabilize usage, limits, and reset domain logic
• support the OpenAI and Copilot MVP provider set
• keep CLI reliable for daily diagnostics and troubleshooting
• support the desktop tray MVP through stable contracts

Done When

• MVP provider scope is stable in core
• CLI outputs are consistent and useful for daily operation
• desktop MVP can rely on core contracts without special cases
