Goal

Add always-visible overlay UX to the desktop repository.

Scope

• implement overlay or floating widget entrypoints
• support compact glanceable usage summaries
• keep overlay logic presentational and contract-driven
• preserve performance and startup budgets for desktop surfaces

Done When

• overlay mode works alongside tray mode
• usage can be glanced at without opening a full desktop panel
• overlay remains synchronized with core contracts
