HTTP cloning of ignored repos

Hi, when I ignore some repository from scan path in `config.yaml`, I'm still able to clone it via HTTP. I have several repositories in the same base directory and I want to expose only some of them. Is this expected behaviour or a bug? If the latter, I would be pleased to create a PR.
